Despite a cooling of the economy, high-technology companies are still crying out for skilled workers. The Information Technology Association of America projects that more than 800, 000 technology jobs will go unfilled next year. The lack of qualified workers poses a huge threat to the U. S. economy.
The most commonly cited reason for this state of affairs is that the country's agrarian-age (农村时代) education system fails to prepare students in the primary and secondary grades for the 21st century work. Yet an inadequate and outmoded education system is only part of the problem. Blue-collar workers emerged in the United States during the Industrial Age as work moved from farms to factories. Corporations increasingly require a new layer of knowledge worker; a highly skilled multi-disciplined talent, who combines the mind of the white-collar worker with a solid grounding in mathematics and science (physics, chemistry, and biology). These "gold-collar" workers—so named for their contributions to their companies and to the economy as well as for their personal earning ability—apply their knowledge to technology.
The gold-collar worker already exists in a wide range of jobs. A scientist is apt to think that all the problems of philosophy will ultimately be solved by science. I think this is true for a great many of the questions on which philosophers still argue. For example, Plato thought that when we saw something, one ray of light came to it from the sun, and another from our eyes and that seeing was something like feeling with a stick. We now know that the light comes from the sun, and is reflected into our eyes. We don't know in much detail how the changes in our eyes give rise to sensation. But there is every reason to think that as we learn more about the physiology of the brain, we shall do so, and that the great philosophical problems about knowledge are going to be pretty fully cleared up.
But if our descendants know the answers to these questions and others that perplex us today, there will still be one field of which they do not know, namely the future. However exact our science; we cannot know it as we know the past. Philosophy may be described as argument about things of which we are ignorant. And where science gives us a hope of knowledge it is often reasonable to suspend judgment. That is one reason why Marx and Engels quite rightly wrote to many philosophical problems that interested their contemporaries.
But we have got to prepare for the future, and we cannot do so rationally without some philosophy. Some people say we have only got to do the duties revealed in the past and laid down by religion, and god will look after the future. Others say that the world is a machine and the course of future events is certain, whatever efforts we may make. Marxists say that the future depends on ourselves, even though we are part of the historical process. This philosophical view certainly does inspire people to very great achievements. Whether it is true or not, it is powerful guide to action.
We need a philosophy, then, to help us to tackle the future. Agnosticism easily becomes an excuse for laziness and conservatism. Whether we adopt Marxism or any other philosophy, we cannot understand it without knowing something of how it developed. That is why knowledge of the history of philosophy is important to Marxists, even during the present critical days.

In 1960—1961, Chad (乍得) harvested 98,000 tons of cotton for the first time in its history, and put out the flag a little too soon. The efforts of the authorities to get the peasants ' back' to work, as they had slacked off a great deal the previous year during independence celebrations, largely contributed to it. Also, rains were well spaced, and continued through the whole month of October. If the 1961—1962 total is back to the region of 45,000 tons, it is mostly because efforts slackened again and sowing was started too late.
The average date of sowing is about July 1st. ff this date is simply moved up fifteen or twenty days, 30,000 to 60,000 tons of cotton are gained, depending on the year. The peasant in Chad sows his millet first, and it is hard to criticize this instinctive priority given to his ' daily bread'.
An essential reason for his lateness with sowing cotton is that at the time when he should leave to prepare the fields he has just barely sold the cotton of the previous season. The work required to sow, in great heat, is psychologically far more difficult if one's pockets are full of money. The date of cotton sales should therefore be moved forward as much as possible, and purchases of equipment and draught animals encouraged.
Peasants should also be encouraged to save money, to help them through the difficult pealed between harvests. If necessary they should be forced to do so, by having the payments for cotton given to them in installments. The last payment would be made after proof that the peasant has planted before the deadline, the date being advanced to the end of June. Those who have done so would receive extra money whereas the last planters would not receive their last payment until later.
Only the first steps are hard, because once work has started the peasants continue willingly on their way. Educational campaigns among the peasants will play an essential role in this basic advance, early sowing, on which all the others depend. It is not a matter of controlling the peasants.
Each peasant will remain master of his fields. One could, however, suggest the need for the time being of kind but firm rule, which, as long as it cannot be realized 'by the people' , should at least be 'for the people. '
