3 Mary Hobbes joined the board of Rosh and Company, a large retailer, as finance director

was glad to have finally been given the chance to become finance director after several years as a financial

accountant, she also quickly realised that the new appointment would offer her a lot of challenges. In the first board

meeting, she realised that not only was she the only woman but she was also the youngest by many years.

Rosh was established almost 100 years ago. Members of the Rosh family have occupied senior board positions since

the outset and even after the company’s flotation 20 years ago a member of the Rosh family has either been executive

chairman or chief executive. The current longstanding chairman, Timothy Rosh, has already prepared his slightly

younger brother, Geoffrey (also a longstanding member of the board) to succeed him in two years’ time when he plans

to retire. The Rosh family, who still own 40% of the shares, consider it their right to occupy the most senior positions

in the company so have never been very active in external recruitment. They only appointed Mary because they felt

they needed a qualified accountant on the board to deal with changes in international financial reporting standards.

Several former executive members have been recruited as non-executives immediately after they retired from full-time

service. A recent death, however, has reduced the number of non-executive directors to two. These sit alongside an

executive board of seven that, apart from Mary, have all been in post for over ten years.

Mary noted that board meetings very rarely contain any significant discussion of strategy and never involve any debate

or disagreement. When she asked why this was, she was told that the directors had all known each other for so long

that they knew how each other thought. All of the other directors came from similar backgrounds, she was told, and

had worked for the company for so long that they all knew what was ‘best’ for the company in any given situation.

Mary observed that notes on strategy were not presented at board meetings and she asked Timothy Rosh whether the

existing board was fully equipped to formulate strategy in the changing world of retailing. She did not receive a reply.

2 John Dixon is the recently appointed Chief of Police for a major city in the UK. He has
inherited a major problem in

that its residents are very concerned with various forms of antisocial behaviour and minor crimes carried out by a

small number of people, which makes living, working, travelling and socialising in the city centre unpleasant rather

than life threatening. The city’s residents have recently voted for it being one of the five worst cities in the UK in which

to live. There is little or no contact between the police and these residents.

The city is split into a number of police districts, each with its own senior officer in charge. Their focus is on the

response to emergency calls and solving serious crimes in their district rather than the less urgent crimes affecting

everyday living in the city. Response times and serious crime solution rates are the traditional measures by which their

performance is measured and leave them open to criticism of simply reacting to events. There is little sense of being

part of a city police force and, consequently, little sharing of information and experience between the different districts.

The failure in policing antisocial behaviour in the city is seen as being largely the result of a shortage of resources.

There are also important internal and external groups varying in their support or resistance to any necessary change

in policing strategy. Key players include the mayor of the city anxious to improve the reputation of the city, the city’s

press, traditionally used to highlighting police failures rather than successes and finally the courts of justice, which

are reluctant to take on the increased workload that any moves towards reducing antisocial behaviour would produce.

John is aware of the complexity of the problem he faces in changing the way the city is policed to improve the quality

of life of its citizens. He has, however, an impressive track record as a change agent in previous appointments and is

confident that he can bring about the necessary change.

Critics say it is highly inaccurate and can be easily fooled. Mullen, who sees the system eventually being linked to the databases of other city, state and federal law enforcement agencies to track criticals and suspected terrorists, said, "The system doesn't look at skin color or your hair or your gender. It takes human prejudices out of the equation. "

"This technology has little or no effect on the crime rate but it does have an effect on people's behavior. People feel cowed, " said Bruce Steinhardt, who directs the technology. Despite the fact that tests have shown faces recognition only works in around 30% cases, the ACLU is alarmed that the technology may soon spread to airports. The organization also fears it could potentially be used to monitor individual's political activities to harass law-abiding citizens.

" This kind of surveillance should be subject to the same procedures as wiretaps. Law enforcement agencies should justify why they need it and it should be tightly limited, otherwise it will soon become a tool of social control, " said Mihir Kshisagar of the Electronic Information Privacy Center. Nor does such criticism come exclusively from the political left. Lawyer John Whitehead, founder of the conservative Rutherford Institute, wrote in an editorial that the technology threatened the right of each U. S. citizen to participate in society. "After all, that is exactly what constant surveillance is—the ultimate implied threat of coercion, " he wrote.
