The following appeared in a letter sent by a committee of homeowners from the Deerhaven Acres to all homeowners in Deerhaven Acres.
"Seven years ago, homeowners in nearby Brookville community adopted a set of restrictions on how the community's yards should be landscaped and what colors the exteriors of homes should be painted. firm was appointed as auditors of Blod Co in September 2007. The audit work has been completed, and you are
reviewing the working papers in order to draft a report to those charged with governance. The statement of financial
position (balance sheet) shows total assets of $78 million (2007 – $66 million). The main business activity of Blod
Co is the manufacture of farm machinery.
During the audit of property, plant and equipment it was discovered that controls over capital expenditure transactions
had deteriorated during the year. Authorisation had not been gained for the purchase of office equipment with a cost
of $225,000. No material errors in the financial statements were revealed by audit procedures performed on property,
plant and equipment.
An internally generated brand name has been included in the statement of financial position (balance sheet) at a fair
value of $10 million. Audit working papers show that the matter was discussed with the financial controller, who
stated that the $10 million represents the present value of future cash flows estimated to be generated by the brand
name. The member of the audit team who completed the work programme on intangible assets has noted that this
treatment appears to be in breach of IAS 38 Intangible Assets, and that the management refuses to derecognise the
asset.
Problems were experienced in the audit of inventories. Due to an oversight by the internal auditors of Blod Co, the
external audit team did not receive a copy of inventory counting procedures prior to attending the count. This caused
a delay at the beginning of the inventory count, when the audit team had to quickly familiarise themselves with the
procedures. In addition, on the final audit, when the audit senior requested documentation to support the final
inventory valuation, it took two weeks for the information to be received because the accountant who had prepared
the schedules had mislaid them.
Required:
(a) (i) Identify the main purpose of including ‘findings from the audit’ (management letter points) in a report
to those charged with governance. (2 marks)

And interest groups ranging from postal unions to greeting-card makers exert self-interestedpressure on the USPS’s ultimate overseer-Congress-insisting that whatever else happens to thePostal Service, aspects of the status quo they depend on get protected This is why repeatedattempts at reform. legislation have failed in recent years, leaving the Postal Service unable topay its bills except by deferring vital modernization.
Now comes word that everyone involved---Democrats, Republicans, the Postal Service, the unions and the system‘s heaviest users—has finally agreed on a plan to fix the system Legislation is moving through the House that would save USPS an estimated $ 28.6 billion overfive years, which could help pay for new vehicles, among other survival measures. Most ofthe money would come from a penny-per-letter permanent rate increase and from shifting postalretirees into Medicare The latter step would largely offset the financial burden of annuallypre-funding retiree health care, thus addressing a long-standing complaint by the USPS and itsunion.
If it clears the House, this measure would still have to get through the Senate – wheresomeone is bound to point out that it amounts to the bare, bare minimum necessary to keepthe Postal Service afloat, not comprehensive reform. There’s no change to collective bargaining at the USPS, a major omission considering that personnel accounts for 80 percent ofthe agency’s costs. Also missing is any discussion of eliminating Saturday letter delivery. That common-sense change enjoys wide public support and would save the USPS $2 billion per year But postal special-interest groups seem to have killed it, at least in the House. The emerging consensus around the bill is a sign that legislators are getting frightened about a politically embarrassing short-term collapse at the USPS It is not, however, a sign that they’re getting serious about transforming the postal system for the 21st century.

B.making more investment in new vehicles
C.adopting a new rate-increase mechanism
D.attracting more first-class mail users
In the last paragraph, the author seems to view legislators withA.respect
