Hoogle Engineering was set up in 1960. It was divided into several departments at that time, such as the sales department, marketing department, and production department. Lots of managers were employed to manage it all.

Fortunately things are different now. Sixty people are employed by Hoogle and communication between departments is considered to be one of the most important aspects of the business. The market is global so we need to make contact with customers worldwide, not just locally.

But in the old days we were all in different departments and never spoke to each other. We had a tall structure. Traditionally we had people at the first level on the shop floor, manufacturing products according to the instructions which they were given. Then you had a supervisory level of people who supervised them every day. Then you moved up to the middle management, who were doing the tasks of getting new business, and then you had the senior management team, and then you had the board, who decided the business strategy. So there were a lot of levels in the company in the old days actually.

The structure today is that we form. teams within teams to place people who can manufacture a product. Each team has members that can manufacture different products. The actual teams now are self-managing, so we don't even have team leaders. You've got the teams, and then you've got two people, only two people, who are what you think of as management. This is generally called flat structure.

iewers and book buyers embraced this tough warrior of a psychologist who tells them to suck it up and deal with their own problems rather than complaining and blaming everyone else? Obviously, Oprah Winfrey has a lot to do with it. She made him famous with regular appearances on her show, and is co-producing the new “Dr.Phil” show that’s likely to be the hottest new daytime offering this fall. But we decided to put Dr. Phil on the cover not just because he’s a phenomenon. We think his success may reflect an interesting shift in the American spirit of time. Could it be that we’re finally getting tired of the culture of victimology?

This is a tricky subject, because there are very sad real victims among us. Men still abuse women in alarming numbers. Racism and discrimination persist in subtle and not-so-subtle forms. But these days, almost anyone can find a therapist or lawyer to assure them that their professional relationship or health problems aren’t their fault. As Marc Peyser tells us in his terrific profile of Dr. Phil, the TV suits were initially afraid audiences would be offended by his stern advice to “get real!” In fact, viewers thirsted for the tough talk. Privately, we all know we have to take responsibility for decisions we control. It may not be revolutionary advice (and may leave out important factors like unconscious impulses). But it’s still an important message with clear echoing as, a year later, we contemplate the personal lessons of September 11.

Back at the ranch (livestock farm)—the one in Crawford, Texas—President Bush continued to issue mixed signals on Iraq. He finally promised to consult allies and Congress before going to war, and signaled an attack isn’t coming right now (“I’m a patient man”). But so far there has been little consensus-building, even as the administration talks of “regime change” and positions troops in the gulf. Bush’s team also ridiculed the press for giving so much coverage to the Iraq issue. Defense Secretary Rumsfeld called it a “frenzy,” and Press Secretary Ari Fleischer dismissed it as “self-inflicted silliness.” But as Michael Hirsh notes in our lead story, much of the debate has been inside the Republican Party, where important voices of experience argue Bush needs to prepare domestic and world opinion and think through the global consequences before moving forward. With so much at stake, the media shouldn’t pay attention? Now who’s being silly?

U.S. fourth- and eighth-graders improved their math scores in a closely watched international test, but continued to lag well behind peers from top-performing Asian countries.

A doubt crossed my mind earlier this week when interviewing Homeland Security Secretary Mi
chael Chertoff on the president's proposal to use National Guard troops to support the border patrol efforts to curb illegal immigration from Mexico. Chertoff was explaining that the 6,000 troops who would supplement the 12,000 patrol agents on the border would be an interim(临时的) force. It might take two years, he said, to recruit and train several thousand additional men and women for the border agency that is now part of his department. As they come on line, the number of Guard troops would be reduced.

Whatever the long-term outcome for the border, this major increase is a significant step. I understand the president's position that tightened border security should be linked to a guest-worker program giving immigrants a way to work temporarily and legally in this country, and to a path for eventual citizenship for the millions who have been residing here illegally for many years. And tough measures should be taken now to close the border and deport the illegals, and only after that has been done should other steps be considered.

But the president's proposal faces a triple hazard in the real world. One potential problem: If the goal is to seal the border, will additional 6,000 National Guard troops plus a load of fancy surveillance(监视) equipment, be sufficient to do the job? Chances are, the answer is no. According to Chertoff and others in the administration, the size of the Border Patrol has grown by 3,000—from 9,000 to 12,000—in recent years and spending on border security has gone up at an even faster pace. But the tide of illegals drawn by the promise of jobs they cannot find in their home countries still floods into the United States. The second question is even more basic: Is the assumption that it's possible to seal the border at all realistic? There are students of the border, far more export than I am, who say that the idea of a barrier—physical, electronic or human—along those miles of desert is unrealistic. Their cautions deserve attention. Finally, there is the political question: Can the House be moved by the proposal the president has put forward? The odds are against it. Bush might have failed last December in a forceful intervention when the House bill was being drafted, but now the chances of getting the House to move to anything like the Bush position are far worse.

Bush's point of view is honorable and generous. But he comes to it in a weakened political position and with a dubious proposal. It will be a miracle if he prevails.
