4 When a prominent football club, whose shares were listed, announced that it was to build
a new stadium on land

near to its old stadium, opinion was divided. Many of the club’s fans thought it a good idea because it would be more

comfortable for them when watching games. A number of problems arose, however, when it was pointed out that the

construction of the new stadium and its car parking would have a number of local implications. The local government

authority said that building the stadium would involve diverting roads and changing local traffic flow, but that it would

grant permission to build the stadium if those issues could be successfully addressed. A number of nearby residents

complained that the new stadium would be too near their homes and that it would destroy the view from their gardens.

Helen Yusri, who spoke on behalf of the local residents, said that the residents would fight the planning application

through legal means if necessary. A nearby local inner-city wildlife reservation centre said that the stadium’s

construction might impact on local water levels and therefore upset the delicate balance of animals and plants in the

wildlife centre. A local school, whose pupils often visited the wildlife centre, joined in the opposition, saying that whilst

the school supported the building of a new stadium in principle, it had concerns about disruption to the wildlife centre.

The football club’s board was alarmed by the opposition to its planned new stadium as it had assumed that it would

be welcomed because the club had always considered itself a part of the local community. The club chairman said

that he wanted to maintain good relations with all local people if possible, but at the same time he owed it to the fans

and the club’s investors to proceed with the building of the new stadium despite local concerns.

Rich Man, Poor Man

Gluers and sawyers from the furniture factories in Galax near the mountains of Virginia lost their jobs last year when American retailers decided they could find a better supplier in China. At the other end of the furniture industry Robert Nardelli lost his job this month when Home Depot decided it could find a better chief executive in his deputy. But any likeness ends there. Mr. Nardelli's exit was as extravagantly rewarded as his occupation of the corner office had been. Next to his $ 210 million severance pay, the redundant woodworkers packages were mean to the point of provocation (激怒).

That's the way it goes all over the rich world. If you look back 20 years, the total pay of the typical top American manager has increased from roughly 40 times the average--the level for four decades -- to 110 times the average now. These are the glory days of global capitalism. The mix of technology and economic integration transforming the world has created unparalleled prosperity. In the past five years the world has seen faster growth than at any time since the early 1970s. Having joined the global labor force, hundreds of millions of people in developing countries have won the chance to escape squalor (肮脏) and poverty. Hundreds of millions more stand to join them.

That promises to improve the lot of humanity as a whole incalculably. But in the rich world labor's share of GDP has fallen to historic lows, while profits are soaring. A clamor is abroad that Mr. Nardelli and his friends among the top hundredth -- or even the top thousandth -- of the population are seizing the lion's share of globalization's gains. Meanwhile everyone else -- not just blue-collar factory workers but also the wider office -- working middle class -- shuffles along, grimly waiting for the next round of cost-cuts.

Fear and clothing

Signs of a backlash abound. Stephen Roach, the chief economist at Morgan Stanley, has counted 27 pieces of anti-China legislation in Congress since early 2005. The German Marshall Fund found last year that, although most people still say they favor free trade, more than half of Americans want to protect domestic companies from foreign competition even if that slows economic growth. In a hint of labor's possible resurgence, the House of Representatives has just voted to raise the federal minimum wage for the first time in a decade. Even Japan is alarmed about inequality, stagnant (不景气的) wages and jobs going to China. Europe has tied itself in knots trying to "manage" trade in Chinese textiles.

Should you blame your computer?

The panic comes in part from a rush to lump all the blame on globalization. Technology -- an even less resistible force -- is also destroying white- and blue-collar tasks in a puff of automation and may play a bigger role in explaining rising wage inequality. The distinctions between technology and globalization count, if only because people tend to welcome computers but condemn foreigners (whether as competitors or immigrants). That makes technology easier to defend.

For economists, the debate about whether technology or globalization is responsible for capital's rewards outpacing those of labor is crucial, complicated and unresolved. It works by analyzing faces based on a series of measurements, such as the distance from the tip of the nose to the chin or the space between the eyes. Critics say it is highly inaccurate and can be easily fooled. Mullen, who sees the system eventually being linked to the databases of other city, state and federal law enforcement agencies to track criticals and suspected terrorists, said, "The system doesn't look at skin color or your hair or your gender. It takes human prejudices out of the equation. "

"This technology has little or no effect on the crime rate but it does have an effect on people's behavior. People feel cowed, " said Bruce Steinhardt, who directs the technology. Despite the fact that tests have shown faces recognition only works in around 30% cases, the ACLU is alarmed that the technology may soon spread to airports. The organization also fears it could potentially be used to monitor individual's political activities to harass law-abiding citizens.

" This kind of surveillance should be subject to the same procedures as wiretaps. Law enforcement agencies should justify why they need it and it should be tightly limited, otherwise it will soon become a tool of social control, " said Mihir Kshisagar of the Electronic Information Privacy Center. Nor does such criticism come exclusively from the political left. Lawyer John Whitehead, founder of the conservative Rutherford Institute, wrote in an editorial that the technology threatened the right of each U. S. citizen to participate in society. "After all, that is exactly what constant surveillance is—the ultimate implied threat of coercion, " he wrote.
