Toronto&39;s third City Hall, now known as Old City Hall, was designed byEdward James Lenn
ox and declared open on Sept. 18,1899.

Created to provide more space for city officials, it turned out to be thelargest building in the city and the largest city building in North America at the time.

听力原文: It is a great privilege for me to be invited to speak at the tenth year reunion of State University' s graduating class. When you arrived on campus today, after a decade, you were probably impressed by two changes at State:

one, the absence of University Tower, the first building constructed on the campus, and a historic landmark for many years; and two, the disappearance of parking lots on main campus.

Two years ago, University Tower was inspected and found to be unsafe. In spite of efforts to restore it, it was necessary to level the building. A bell tower was constructed on the same site, built for the most part using the good brick that was saved from the original building. The original bells were also preserved. As for the parking lots, they have been replaced by grass, trees, and pedestrian walkways. Parking is now located in parking garages on the North and West sides of the campus.

Two more subtle changes have occurred within the past decade. One is the creation and expansion of the Division of Continuing Education for the Community, including a Saturday and summer enrichment program for children, and an afternoon and evening special interest program for adult. The other is the addition of the student population of many young people from abroad, especially students from Japan, Latin America, and the Middle East, Most international students are enrolled in the College of Engineering and the college of Business.

And so, State is a different place, but like University Tower, it is built of the same brick. We are still committed to the same age old ideals "quality education for our citizens", but we have extended our commitment beyond the borders of our state and nation to encompass the citizens and nations of the world.

One of the key challenges in urban architecture over the next 50 years will be figuring ou
t how to squeeze vast numbers of additional people into urban areas that are already extremely crowded. London, for example, will somehow have to deal with a projected 100,000 extra inhabitants every year until 2016. The current plan of building a new “satellite towns” of the city causes a lot of problems---but architecture think tanks are working on ambitious solutions that go vertical instead of horizontal in search of space.

In terms of population density, London is one of the least crowded major cities in the world---four times fewer people per square kilometer than Paris, for example, six times fewer than New York and eight times fewer than Cairo. But the fact remains that the city’s population is growing at a rapid rate, and horizontal expansion into the surrounding areas is eating up increasingly important agricultural land, as well as worsening all the transport problems that come with urban growth.

Popular Architecture would propose a radically different solution. The proposal is to go upwards, with vertical towers of considerable size, each representing an entire new town, by the time it’s completed. Each tower would be 1500 meters high. Beyond mere accommodation, each tower would function as an entire town unit, with its own schools, hospitals, parks and gardens, sports faculties, business areas and community spaces. The population density of such a tower could help lower the individual energy requirements of each inhabitant, reducing the ecological impact of the population as a whole.

The village towers are considered as hollow tubes, with large holes to allow light and air though the entire construction. Occasional floor discs spread throughout the height of the building will give inhabitants large central areas in the middle of the tube to use as gathering spaces.

While the building itself is unlikely ever to be seriously considered for construction---imagine the number of elevators it would need, let alone the safety implications of open areas at such heights and with such wind exposure---the concept can serve as conversation-starter for urban planners looking to face the challenges of the current and coming countries.

Television is one of today's most powerful and widespread means of mass communication. It
directly influences our lives on both a short and long-term basis; it brings worldwide situations into our homes; it affords extensive opportunities for acquiring higher education; and it performs these tasks in a convenient yet effective manner. We are all aware of the popularly accepted applications of television, particularly those relative to entertainment and news broadcasting. Television, however, has also been a vital link in unmanned deep space exploration (such as the Voyager I and Ⅱ missions), in providing visions from hazardous areas (such as proximity to radioactive materials or environments) in underwater research, in viewing storms moving across a metropolitan area (the camera being placed in a weather-protective enclosure near the top of a tower), etc. The earth's weather satellites also use television cameras for vie- wing cloud cover and movements from 20,000 miles in space. Infrared filters are used for night views, and several systems include a spinning mirror arrangement to permit wide-area views from the camera. Realizing the unlimited applications for today's television, one may thus logically ponder the true benefits of confining most of our video activities to the mass-entertainment field.

Conventional television broadcasting within the United States centres around free enterprise and public ownership. This requires funding by commercial sponsors, and thus functions in a revenue-producing business manner. Television in USSR-subjected areas, conversely, is a government-owned and maintained arrangement. While such arrangements eliminate the need for commercial sponsorship, it also has the possibility of limiting the type of programs available to viewers (a number of purely entertainment programs similar to the classic "Bewitched", however, have been seen on these government -controlled networks. All isn't as gray and dismal as the uninformed might unnecessarily visualize). A highly modified form. of television called Slow-Scan TV is presently being used by many Amateur Radio operators to provide direct visual communications with almost any area of the world. This unique visual mode recently allowed people on the tiny South Pacific country of Pitcairn Island to view, for the first time in their lives, distant areas and people of the world. The chief radio Amateur and communications officer of Pitcairn, incidentally, is the legendary Tom Christian-great, great grandson of Tom Christian of "Mutiny on the Bounty" fame. Radio Amateurs in many lands worked together for several months establishing visual capabilities. The results have proven spectacular, yet the visual capabilities have only been used for health education, or welfare purposes. Commercial TV is still unknown to natives of that tiny country. Numerous other forms of television and visual communication, have also been used on a semi-restricted basis. This indicates the many untapped areas of video and television which may soon be exploited on a more widespread basis. The old clich of a picture being worth a thousand words truly has merit.
